Experience:

Strategic portfolio management and counseling clients is an integral part of Dr. Mouallem’s practice. An expert in US IP law, he further gained significant knowledge about the EPC and the diversity of laws and practice among the European national systems during his LL.M. studies at the University of Strasbourg – qualifying him as an EQE-level practitioner. His knowledge of the European legal system, and how it differs from the United States, allows Dr. Mouallem to effectively counsel both European and U.S. clients with global interests in intellectual property.

 

Since founding FlashPoint IP, Reuven has been a champion for using IP analytics for competitive intelligence, risk management, and valuation metrics – not traditional offerings for intellectual property firms. Clients that have engaged Reuven in this area have included inventors, investors, bankers, and capital investment managers. His consultancy emphasizes upfront business strategy in the industry environment before formulation and execution of a legal strategy, deciding on the best approach to leverage a technology in the marketplace. Reuven has shown that evaluations of new and existing ventures using IP analytics in a formalized framework can form the basis for reliable indicators in assessing technology trends and M&A activity.

 

Reuven received his bachelor’s degree from Rensselaer Polytechnic Institute (RPI) with a B.S. in Chemistry and a minor in Science and Technology Studies (STS), conducting laser-based research in Surface-Enhanced Raman Spectroscopy (SERS) and Raman spectroscopy of biological compounds, surface Second Harmonic Generation (SHG) and Sum-Frequency Generation (SFG) of liquid films, and triboluminescence.

 

He received his doctorate degree from the State University of New York at Stony Brook (now Stony Brook University) with a Ph.D. in Chemical Physics where his thesis focused on nanotechnology, surface deposition, catalysis, semiconductor processing, and ion-surface interactions. Reuven designed and commissioned a plasma-based, magnetic-focusing (for space-charge compensation), ion-optics system with a Wien mass filter for ultra-low-energy surface impingement, conducting studies at the prestigious Brookhaven National Laboratory (BNL) in the Department of Physics using various excitation-probe techniques including Auger spectroscopy, XPS/UPS, TPD, and plasma ion sources.

 

He performed important NEXAFS surface studies on the reaction pathways of molecular ices adsorbed on metal surfaces at the National Synchrotron Light Source (NSLS) on state-of-the-art facilities on VUV and soft x-ray beamline endstations. Dr. Mouallem’s scientific and technical publications are extensive, spanning a wide range of technical areas.

 

Reuven went on to lead R&D activities as a manager for Texaco Inc. in areas spanning nanotribology, lubrication, catalysis, and corrosion, designing and commissioning a world-class surface-science laboratory having an in-situ UHV tribometer. He collaborated extensively on research projects which he initiated at Harvard University, and supervised molecular modeling studies at Texaco to support experimental findings as well. He also acquired technical expertise in biotechnology and bioinformatics, as well as serving as an IT liaison for Texaco’s R&D department.

 

While at Texaco, Reuven also acquired his business degree from Polytechnic University (now Polytechnic Institute of NYU) with an M.S. in Management of Technology, receiving the Dow Jones Wall Street Journal Outstanding Achievement Award. Reuven went on to teach Innovation Business Strategies and Strategic Thinking in the NYC Financial District at the ground-breaking “55 Broad Street” campus of Polytechnic University, a pioneer in the late-90s of the “wired classroom” learning environment. He also conducted industrial business research on hybrid innovation in biochip/DNA microarray technology, IT management, and virtual R&D enterprises.

 

An American who now resides in Israel, Reuven transitioned to the IP field in Israel, working for a leading IP law firm in the heart of the Tel Aviv financial district, representing clients from startups to well-established companies in a host of areas. Reuven received his law degree from the University of Strasbourg’s distinguished Center for International Intellectual Property Studies (CEIPI) at the Robert Schuman Law School with an LL.M. (Master of Laws) in Intellectual Property Law and Management, in conjunction with the Steinbeis-Transfer-Institute for Intellectual Property Management, Steinbeis University.

 

Reuven has also been active publishing articles in the IP field, focusing on bridging strategic business considerations into the traditional technical/legal framework. He is registered to practice before the U.S. and Israel patent offices, and provides expert opinion in legal matters related to IP as well. Reuven continues to teach in M.B.A. programs at the Technion – Institute of Technology in Haifa and other institutions. Most recently, he lectured and led panel forums on behalf of the EPO (European Patent Office) and WIPO (World Intellectual Property Organization).
